What Multi-Domain Operations Means

In early 2020, NATO initiated a profound doctrinal shift to integrate land, air, and maritime operations with space and cyber domains, while synchronizing with civilian capabilities.

Allied Command Transformation (ACT) led this comprehensive modernization process through strategic conferences and conceptual development efforts. The process aimed to secure a cognitive edge and speed, leading to the development of the Multi-Domain Operations (MDO) and Cross-Domain Command (CDC) Concepts.

Multi-Domain Operations, or MDO, refers to the orchestration of land, air, maritime, space, and cyber domains as a whole, rather than as five separate domains, along with the synchronization of civilian Instruments of Power (IoPs)

All military and civilian IoPs must deliver a combined effect aligned with the conflict's timeline, rather than their own schedules. Ultimately, achieving decision superiority, and hence speed, is the central objective.

Beyond Joint Operations: The Paradigm Shift to MDO

The classical concept of Joint Operations doctrine and the Multi-Domain Operations concept differ fundamentally.

Multi-Domain Operations (MDO) shift from rigid, service-based Joint Operations to a flexible framework. The framework integrates non-military elements, national power, and cross-domain interactions. 

Unlike traditional models with strict hierarchies, MDO enables rapid, fluid, and synchronized actions across strategic, operational, and tactical levels. It optimizes resource allocation through multiple alternatives.

This paradigm shift demands modernized technology to achieve decision superiority in the modern battlespace. Ultimately, MDO offers superior speed and integration compared to traditional Joint Operations.

Adapting to the High-Stress Demands of the Future Operating Environment: Cross-Domain Command (CDC)

This transformation necessitates comprehensive orchestration among military activities and synchronization with non-military activities in the modern battlespace. It also requires a reassessment of existing technological infrastructure, as indicated by the Cross-Domain Command (CDC).

CDC is a System of Systems (SoS) that integrates military and civilian information systems to manage Multi-Domain Operations. By uniting independently functioning components within a complex network architecture, this structure provides holistic operational flexibility. This flexibility exceeds the capabilities of its individual components.

Traditional command-and-control structures often involve multiple decision layers that can slow operational response.

During EFES 2026, ADVENT MARTI provided real-time battlefield awareness to air units. A BARKAN-2 ground robot ran a casualty evacuation exercise alongside manned troops.

HAVELSAN presented the same concept at DSA 2026 in Kuala Lumpur: a single operational picture covering every domain.
