Ömer Özkan, who graduated from Boğaziçi University’s Computer Engineering Department, has worked in various positions both in the private sector and public institutions.
Özkan held various roles at Garanti Teknoloji, Ziraat Teknoloji, Borsa İstanbul, and TÜRKSAT, and served as a board member at PTT A.Ş.
Since 2016, Özkan has been serving as Deputy Director at TÜBİTAK BİLGEM Software Technologies Research Institute, where he has worked in areas such as software development and lifecycle, process improvement, digital transformation, e-Devlet, and smart cities.
In 2017 and 2020, Özkan took on governance roles in the CMMI Level 5 evaluation processes.
In 2020, Ömer Özkan was appointed as Vice President of Information and Communication Technologies at HAVELSAN. During his tenure, he and his team made significant contributions to open-source technologies, playing a key role in Turkey’s digital transformation across many areas, including the national enterprise resource management system KOVAN, the database management system ODAK, the national biometric data management system, the Turkish-based generative artificial intelligence model MAIN, smart city applications, and critical facility security software.
